The Demise of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Immense energy is devoted on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track projectile deployments from across the border, a ability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons roared overhead – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Not long after, a heavy machine gun engaged a aerial vehicle close by, part of a rapid response unit – almost certainly imported technology. Sadly, the bullets missed the hostile drone – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a need that neighboring countries are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The detailed framework from Washington generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unrealistic to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through diplomacy or military means, from believing that the status quo will not shift further in its favour in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a complete military breakdown until conditions improve in its advantage.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
