English Local Authorities Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and land to support their budgets, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would prioritise restructuring services and using savings to weather increasing fiscal pressures.”

Specific Cases of Proposed Sales

Medway Council in Kent announced its asset disposal plan featured the sale of a shopping centre in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Increases and Wider Fiscal Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to raise local levies next spring to cover the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils this week further found local finances being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest deprivation indices,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of England. The data highlights the extent of challenges confronting municipal officials across major urban centers in the coming year,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised social care provision in the last year, the study revealed.
